Inspector Hathi Ram Chaudhary is a cynical, washed out Delhi cop who has nothing to look forward to in his less than ordinary career. But that is until the day a case lands on his table, a case too big and important for his designation: Four suspects, about to murder a prominent journalist, are captured by the Intelligence team. And as luck would have it, Hathi Ram for once in his life happens to be at the right place and the right time, and the investigation lands in his lap. It’s an open and shut case, there’s nothing to ‘investigate’ in it, the bosses think. The suspects have criminal records and they had the weapons upon them at the time of arrest. The Delhi Police congratulate themselves for averting what could have been a major PR disaster for the government. But there’s something about the suspects, their supposed target and their so-called confession that doesn’t quite add up. Hathi Ram’s instincts tells him to investigate further, at the risk of upsetting his bosses. And as he dives into the lives of the suspects and their remarkable personal and criminal stories, he discovers startling truths and insights that eventually help him rediscover his responsibilities as a cop, his place in the larger scheme of things and the larger meaning of life itself. But what Hathi Ram doesn’t realise is that his investigation sets in motion a chain of events that has ramifications far and wide and threatens to topple over the state of affairs involving far too many important people. How Hathi Ram manages to navigate these treacherous paths that lead straight to the netherworld - the 'Paatal Lok', is what the show is about.

Hathi Ram and Ansari use every technique in the book to interrogate the four suspects. Finally, Hathi Ram manages to break one of them. His heartfelt confession leads to a certain ‘Master ji’ from Chitrakoot, the man Tyagi wanted to speak to before the hit. Hathi Ram realizes that to find further answers, he needs to go to Chitrakoot - Tyagi’s hometown. He pleads with DCP Bhagat and finally manages to convince him to let him go. Meanwhile, pressure mounts on Sanjeev Mehra as he is humiliated and asked to resign by the owner of the news channel, the wily Singh Saab. The identification parade of the four accused that Sanjeev is made to go through as part of the police procedure only adds to his ordeal. The curious journalist in Sanjeev asks Sara to dig out information on the four accused. Hathi Ram and Ansari interrogate Tope Singh’s relative - Shauki Mama, who claims to have no idea about his linkage with Tyagi, but points them to Tope Singh's village in Punjab where there may lie some answers.

Hathi Ram reaches Chitrakoot and meets Tyagi's family. They shut him out completely but Hathi Ram manages to find a lead from Tyagi's estranged brother in law. The lead takes him to Tyagi's ex-school teacher who tells him about the incident that created the legend of Hathoda Tyagi. An encounter with a local journalist Amitosh helps Hathi Ram discover information on the people Tyagi worked for. It points to a nefarious political-criminal nexus in Chitrakoot of which Tyagi was the lynchpin. Meanwhile, Ansari visits Punjab and finds out about Tope Singh's dark past from his uncle, Mahipal. It also points Ansari to his next lead - a mysterious woman called Chanda, Tope Singh's paramour. Back in Delhi, as intructed by Sanjeev, Sara investigates about Hathoda Tyagi and manages to find out some revelatory information on him. Just as his critics and naysayers try to pull Sanjeev down, Sanjeev uses this piece of information to announce his return to the world of prime time journalism.

A frustrated Hathi Ram even picks up an unnecessary fight with Ansari that leaves the latter hurt. To make matters worse, Siddharth gets into trouble at school and Hathi Ram is called upon to seek help from Ansari, who steps in despite his differences with Hathi Ram and saves Siddharth from a serious repercussion. Sanjeev Mehra makes a dubious populist move that does not go well with Sara and creates a rift in their budding romance. To make matters worse, Dolly discovers Sanjeev's affair with Sara and is left heartbroken. The CBI starts investigating the case and comes up with a shocking theory. Sanjeev buys into the theory for his personal benefits, but not Hathi Ram and Ansari, for they discover some glaring loopholes in the case that the CBI has built against the four accused.

Sanjeev and Dolly reconcile, but Sanjeev continues to maintain his cacophonous rhetoric in his public persona, painting himself as the ‘Voice of India’.
